AP World History: Modern · Unit 3: Land-Based Empires

3.2 Empires: Administration

Legitimizing Imperial Rule

Land-based empires used varied strategies to justify their power. The Ottomans used the title of caliph and patronized Islam; the Mughals blended Islamic and Hindu traditions (Akbar's syncretic policies); Songhai rulers used Islam to legitimize authority; Ming/Qing emperors invoked the Mandate of Heaven and Confucian bureaucracy; Russian tsars used Orthodox Christianity and claimed descent from Byzantium ('Third Rome').

Building Imperial Bureaucracies

Empires developed bureaucracies staffed by loyal officials to administer distant territories. The Ottomans used the devshirme system to train enslaved boys as soldiers (Janissaries) and administrators. The Ming/Qing expanded the civil service exam system. Mughal emperors employed mansabdars, salaried officials who collected revenue and maintained order in exchange for land grants.

Art, Architecture, and Infrastructure

Rulers used monumental building projects to display and reinforce authority. The Ottomans built the Süleymaniye Mosque; the Mughals constructed the Taj Mahal; the Ming rebuilt/extended the Great Wall and Forbidden City; Russian tsars built grand palaces. These projects reinforced legitimacy, demonstrated resources, and connected rulers to religious or cultural traditions.
