1.7 Relationship Between the States and the Federal Government

Grants: Categorical vs. Block

The federal government uses money to influence state policy. Categorical grants come with specific, detailed conditions on how funds must be spent (e.g., school lunch programs), giving Congress more control. Block grants give states broad funding for general policy areas with fewer strings attached, giving states more flexibility and discretion.

Mandates and Federal Power

Mandates are requirements imposed by the federal government on states. Unfunded mandates require states to comply without providing money, straining state budgets and sparking federalism debates (e.g., Americans with Disabilities Act). Federal grants and mandates shift power toward the national government, while block grants and devolution shift power back to states.

Federalism's Ongoing Tug-of-War

The relationship between states and the federal government is dynamic, shaped by fiscal federalism (use of federal money to influence states) and competing interpretations of the Constitution. Debates continue over how much control Congress should exert via strings attached to funding versus how much autonomy states should retain in policymaking.
