4.13 Napoleon's Domestic Policies
Consolidating the Revolution's Gains
Napoleon preserved key Revolutionary principles while restoring order. The Napoleonic Code (1804) codified legal equality, protected property rights, and standardized laws across France, though it curtailed women's rights, reinforcing patriarchal authority in the family and reversing some divorce/inheritance gains women had won.
Centralizing Church & State
The Concordat of 1801 reconciled France with the Catholic Church, recognizing Catholicism as the majority religion while keeping Church lands nationalized and clergy paid/appointed by the state. This eased social tension without surrendering revolutionary land settlements, boosting Napoleon's legitimacy at home.
Building a Modern Administrative State
Napoleon created a centralized bureaucracy using prefects to enforce laws uniformly, established the Bank of France to stabilize finance, promoted meritocracy through education (lycées) and the Legion of Honor, and expanded a strong secret police to suppress dissent and censor the press.
