5.5 Digital Divide

What is the Digital Divide?

The digital divide is the gap between people who have reliable access to computing devices and the Internet and those who do not. It exists between and within countries, and affects access to education, jobs, healthcare, and civic participation, deepening existing social and economic inequalities.

Causes of the Divide

Barriers include lack of physical infrastructure (cables, cell towers, broadband) in rural or low-income areas, high costs of devices and internet service, and lack of digital literacy skills. Government and private investment, along with policy initiatives, can help expand infrastructure and access to underserved communities.

Why Closing the Gap Matters

Internet access enables participation in the modern economy, education, and government services. Communities lacking access face fewer opportunities, reinforcing cycles of poverty. Closing the digital divide is often framed as a matter of equity, requiring investment in infrastructure and affordable access programs.
