1.6 Illiberal Regimes

What makes a regime illiberal?

Illiberal regimes claim democratic legitimacy but restrict political rights, civil liberties, and free/fair elections. Unlike liberal democracies, they lack genuine checks on power, independent judiciaries, free press, and protections for opposition groups. Elections may occur but are often manipulated, making them not free and fair.

Types of illiberal regimes

Authoritarian regimes (e.g., China) concentrate power in a single party or leader with little tolerance for dissent. Illiberal democracies/hybrid regimes (e.g., Russia, Iran) hold elections but suppress opposition, control media, and undermine rule of law. Theocracies (e.g., Iran) base authority on religious law, limiting secular political competition.

Tools of control

Illiberal regimes maintain power through censorship, restricting civil society and NGOs, controlling judiciary appointments, using state security forces to intimidate opposition, and manipulating electoral rules (gerrymandering, banning parties). These tools weaken accountability and prevent genuine competition, distinguishing illiberal regimes from liberal democracies.
