4.8 Challenges to Sovereignty Case Studies

Devolution can weaken or divide states

Devolution is the transfer of power from a central government to regional governments. Case studies include the United Kingdom (Scotland, Wales, Northern Ireland), Spain (Catalonia, Basque Country), and Canada (Quebec). These movements arise from ethnic, cultural, religious, or economic differences and can lead to greater autonomy or even attempts at secession, challenging the central state's sovereignty.

Supranational organizations limit sovereignty

Supranationalism occurs when states voluntarily give up some sovereignty to join a larger organization. The European Union (EU) is the key example, with member states sharing economic policy, open borders, and a common currency (the euro) for many members. Brexit (UK's 2016 vote to leave the EU) illustrates pushback against supranational control.

Terrorism, boundary disputes, and failed states

Sovereignty is also challenged by non-state actors like terrorist organizations (e.g., ISIS/ISIL claiming territory across Iraq and Syria), unresolved boundary disputes (e.g., Kashmir between India and Pakistan), and failed states where the government cannot control territory or provide services (e.g., Somalia). These challenges can fragment or destabilize state authority.
