4.6 Challenges to Sovereignty
Centripetal vs. Centrifugal Forces
Centripetal forces unite people within a state, building loyalty and stability (shared language, nationalism, effective government, infrastructure). Centrifugal forces divide a state, weakening its unity (ethnic conflict, religious differences, uneven development, separatist movements). States with strong centrifugal forces face challenges to sovereignty, their supreme authority over territory.
Devolution and Fragmentation
Devolution is the transfer of power from a central government to regional or local governments, often driven by ethnic, cultural, or economic differences. Examples include Scotland, Catalonia, and Quebec seeking greater autonomy or independence. Extreme devolution can lead to secession, where a region breaks away entirely, threatening the state's territorial integrity.
External and Global Challenges
Sovereignty is also challenged by forces beyond internal politics: supranational organizations (like the EU) require states to cede some authority; terrorism and insurgencies undermine government control; electronic/cyber communication and global media spread ideas that bypass borders; and economic interdependence limits a state's independent decision-making power.
