AP Comparative Government & Politics · Unit 2: Political Institutions
2.6 Sources, Uses, and Consequences of Power and Authority
Power vs. Authority
Power is the ability to influence others' behavior, while authority is the recognized, legitimate right to exercise power. Governments need authority, not just power, to rule effectively without constant coercion. Legitimacy — public acceptance of a government's right to rule — sustains authority and reduces reliance on force.
Sources of Legitimacy (Weber's Typology)
Max Weber identified three types: traditional authority (based on custom/heredity, e.g., UK monarchy), charismatic authority (based on a leader's personal appeal, e.g., Khomeini in Iran), and rational-legal authority (based on laws and institutions, e.g., elected officials in the UK, Mexico, or Nigeria). Modern democracies rely mainly on rational-legal authority.
Consequences of Power Use
How regimes use power shapes stability, legitimacy, and citizen compliance. Authoritarian regimes (Russia, Iran, China) often rely on coercion, patronage, or restricted information, risking instability if legitimacy erodes. Democracies (UK, Mexico, Nigeria) depend on elections and rule of law; illegitimate or abusive power use can spark protest, resistance, or regime change.
