2.4 Comparing Executive Institutions in Democratic and Authoritarian Systems

Heads of State vs. Heads of Government

The head of state is a symbolic, unifying figurehead who represents the nation (e.g., UK monarch, Nigerian president in some periods). The head of government runs day-to-day policy (e.g., UK Prime Minister). In presidential systems like Nigeria, one person often holds both roles. In parliamentary systems like the UK, these roles are split between two people.

Executive Power Varies by Regime Type

In democracies, executives face checks: legislatures can pass votes of no confidence or impeach, courts review actions, and elections limit terms. In authoritarian systems like Iran and Russia, executives (Supreme Leader, President) face weak institutional checks, control security forces, and use decrees or emergency powers to bypass legislatures, concentrating power.

Executive-Legislative Relationships

Parliamentary systems (UK) fuse executive and legislative power — the PM stays in office only with parliamentary majority support, encouraging accountability. Presidential systems (Nigeria) separate powers, giving executives fixed terms independent of the legislature, which can create gridlock but also stability against legislative removal.
