AP Comparative Government & Politics · Unit 2: Political Institutions

2.2 Comparing Democracies and Nondemocracies

Defining regime types

Democracies feature free/fair elections, protected civil liberties, rule of law, and accountable government (UK, Mexico). Nondemocracies restrict competition and concentrate power. Authoritarian regimes (like China, Iran, Russia) limit political pluralism, suppress opposition, and often control media, though some allow limited elections to claim legitimacy.

Spectrum, not binary

Political systems exist on a spectrum rather than strict categories. Illiberal democracies hold elections but weaken checks like judicial independence or press freedom (e.g., Russia). Hybrid regimes mix democratic features with authoritarian control. Comparativists assess regime type using indicators like electoral competitiveness, civil liberties, and government accountability.

Why comparisons matter

Comparing regimes reveals how institutional design affects citizen participation, stability, and policy outcomes. Democracies tend to have stronger legitimacy through consent and peaceful transitions of power, while nondemocracies rely more on coercion, patronage, or ideology to maintain control, often facing legitimacy crises during economic or political stress.
